Wow. When it comes to bad ideas, Denver is closing the gap on Seattle and Los Angeles very quickly:
Denver Metro C.A.T. is a collaboration of more than 20 animal welfare groups working to raise the value of cats in our community. This includes cats that are owned, homeless in shelters or on the streets, and community or feral cats.
Part of what these groups do is helping feral cats by providing food, shelter and trapping them to be spayed/neutered - then released back into nature.
