Question is in the title, and this imo, and from reading the tea leaves, is actually what it comes down to as I find it unlikely kstate would be able to have both
Would you rather have a high level basketball coach, that would likely take a large buyout and then a large contract, as well as staff money.
Or would you rather continue to add more football support staff, higher assistant salary pools, etc.
