A youngster like Walter Neil, Jr. Comes to an elite university like Kansas State to play football, but pays his own way because of the GI bill. Does he become a counter at some point in time, or is he like any other walk-on?
I would guess he is like any other walk-on because KSU is not supplying the funds. I think if he was at KSU on a non-football (i.e., academic) scholarship, he would be a counter, if not immediately, then eventually, correct?
