The phrase is "downstream". S. Dakota may not care to regulate pollution, but what about those States "downstream"? The US has got the cleanest air and water in decades. As is said "if it ain't broke, don't fix it"
Read about pollution in China as it is today. They see the problems and are starting to impose some regulation. The US doesn't need to regress, in my opinion.
