An absolutely fascinating read here from the college football subreddit. TL;DR: Apparently there is a rule where if you need to beat a FCS team for your sixth win they must use 90% of their scholarships for it to count towards bowl eligibility. Delaware State (which FSU beat) is somewhere in the 80's.
