Just checked my local forecast on the National Weather Service website and found the message "Hazardous Weather Conditions" in bold red letters across the page. It is currently 52 and overcast with a forecast high of 62 today and no chance of rain, so I thought I should look into the details of the "Hazardous Weather Conditions". We have received 0.10" inch of rain, but some of the area has received as much as 0.60" and I find that we a "limited flooding risk" and "residual flooding of low water crossings will continue today". There is no indication of what precautions I should take to mitigate this risk so I guess I will have to rely on instinct and hope for the best.
I realize that these warnings are automated, but is is possible that the triggers are a bit tight? Is there such a thing as crying wolf a to the point where the public can become complacent?
