maybe the rule doesn't exist and should but how is it not a possible ejection for targeting if you hit a punt returner on a fair catch? Maybe he didn't call a fair catch, either way if you can see, and you can on that play where the OSU player hits our PR that he has intent to simply level our player. If that's the case then just level the PR every time and take 15 so that you don't give up a big gain and it possibly makes them think twice about fielding the punt
