I think it's a huge mistake to punish the university/corporation when things like this happen. Doing that hurts the innocent people, like shutting down the programs hurts the women athletes. Same with corporations. Fining them hurts the stockholders--who did nothing wrong. Corporations and universities are pieces of paper and not inherently evil.
But the people to knew or should have known need to be fired, immediately. All of them! This would include the President, AD, everyone. No excuses of "having no idea" about the problem. Sue them individually for damages. Jail them.
Only by focusing on the people, not the institution, will we send a message to the undiscovered bad guys. Maybe then the administrators will be more diligent and pro-active. In other words, maybe they will start doing their jobs.
