It appears that KU is seeking to solidify it's out of state tuition waiver for highly qualified out-of-state residents into perpetuity.

Broken down into Tiers:

Super Highly Qualified: 30 or above ACT, 3.75 H.S. GPA will get 100% waiver of out-of-state tuition and fees (only have to pay in state tuition).

Second Tier: 28 or above ACT, 3.5 H.S. GPA will pay instate plus 25%

Third Tier: 24 or above, 3.25 GPA will pay instate plus 50%

Must pass 30 plus hours per academic year at a 3.25 GPA or above and meet degree track progress requirements

All out of state income Freshman are eligible.

Justification: Reduce endowment funds spent on highly qualified out-of-state scholarships and aid and revert that money to giving more in-state scholarships and financial aid.
