Need some clarity on the Dolphins Owner fixing football games

Need some help from you legal scholar rules nerds but wouldnt this be textbook fixing and illegal even if you own the team?
I mean are there no rules that say you cannot incentivize a controlled negative outcome or is there a loophole? This seems like a much bigger deal to me but I am painfully stupid and look forward to someone helping me understand this..
