New rule about the team sideline extending to the 15

In the LSU game play-by-play mentioned Leach was standing at the 15yd line and had an advantage because he could do quick subs even in the redzone since the new covid rules extending the teams sideline all the way to the 15 yard line.

Why would this change? Is it intended to spread out the guys on the sideline, in the name of social distancing?
Seems like this benefits the quick snap teams that typically struggle to get fresh guys in the game the farther they get from midfield.
