As a spin-off of the spin-off of the "which city is the worst in Kansas" let's take it another direction. Best city outside the States you've visited? To set parameters, they don't need to be Newark-sized. Either big cities or smaller places near destinations will do.
I thought Florence was one of the prettier cities I've visited. History everywhere, great scenery, and much intimate and friendly than Rome.
For a smaller city, we were in Banff, Canada a couple years back and I really liked it. Typical feel of a Rocky Mountain resort town, but the setting (near Banff and Jasper National Parks) are almost impossible to beat.
