OT: How to improve Kansas HS prospects?

Much has been said about the lack of developed in-state talent. How can we improve this deficiency?

Can we change the KSHSAA rules to mirror those in states such as Texas? If so, how?

Can we consolidate school districts to pool resources and eliminate 8-man football to make it more competitive?

Just tossing some thoughts out there. Any input is appreciated.
