So what is everyone's opinion on the Kansas juco debate?

The Jayhawk Juco Conference is having a vote in another month regarding raising the number of out of state players each team can have from 20 to 30 with those 10 additional players only being able to come from the border states of Colorado, Nebraska, Missouri or Oklahoma. The Kansas High School Football Coaches Association are vehemently opposed to this for obvious reasons.
