Still confused on how COA is calculated

The article shows how much each school is paying annually for COA. It also shows specific breakdowns at each university if there are different dollar amounts for various reasons. For Example at K-State your COA will be a little higher for an out of state athlete verses an in state one. This makes sense, especially when they are building in the cost to travel home 3-4 times a year into the COA. But, at Oklahoma your COA is almost double if you live ON CAMPUS opposed to off campus. I'm totally lost on that one. Are dorm fees that much higher at OU than rental in Norman?????
