Here are some FACTS for you.
  1. Go look at KSU's and for that matter all universities/colleges fee and revolving funds (tuition is an example). Plenty of funds there to bridge IF they were doing anything but playing games. Those funds DO NOT have a fiscal year so please don't give me the amateur version that those playing games in an attempt to intimidate the legislature are trying to claim in saying they have no funding until the budget is passed.
  2. The only reason this is even being discussed in June is that Kansas is so freaking Neanderthal in their accounting system. We still use cash basis accounting! The state under Ms. Sebelius and her SoA/Budget Director purchased accounting software that did not include the cash reconciliation module! Who does that? Kansas came very close to being the first state to get a qualified audit opinion in modern history.
  3. The tax cut did not cause this "shortfall". Spending that INCREASED when the Capital Gains Tax bubble occurred set the stage for this issue. On top of that is a FMAP change that cost the state $115 M this budget year because-----pause for you Sam haters to get your breath----the state's personal per capita income is doing so well compared to the other states. (FMAP is the percentage the state pays for its Medicaid match and based on a three year rolling average of PCI)
  4. Easy fix just make those schools in K-12 that sand bagged almost $400 M of appropriated funds give them back to be reappropriated. We give you funds for 12 months in SGF not for you to build up a emergency fund. Not all schools are guilty but the KC and Wichita schools are abusers of the process.
