A day prior, he had tweeted: “There is no reason for these massive, deadly and costly forest fires in California except that forest management is so poor. Billions of dollars are given each year, with so many lives lost, all because of gross mismanagement of the forests. Remedy now, or no more Fed payments!”

The answer in trump's mind might to plant non-flammable trees and issue an executive order for clouds to produce rain fall.

From Glen MacDonald, a geography professor at the University of California, Los Angeles

"“As, frankly, someone that was evacuated and has visited burnt-out homes, that Trump tweet today blaming the state was an insult and so uninformed,” MacDonald said. “There are no forests to manage here. Coastal fires and shrubs are part of what burnt. It was a statement made with insensitivity and ignorance.”
