can the receiving team block and/or hit any of the kicking team's players anytime after the ball is kicked, regardless of whether the ball has traveled ten yards? If so why don't the first level of receiving team players deck oncoming players while the second level cover the ball. Put another way, in the case of the ISU on side kick, could we just deck the kicker right after he kicks the ball to prevent him from following the ball to a recovery? What are the rules?
