Why is Jonathan Banks only "committed" and not signed?

I understand he is committed but not signed. Is that correct? If so, why hasn't he signed? Is it a transcript thing or just a formality? Is it outside of the football signing period, kind of like in basketball when players join late in the summer that they don't sign? Just a few questions.
