Everybody's favorite football program -Status

In February the Big 12 decided to withhold 25% of Baylor's revenue from the conference pending the results of an independent review. Does anybody know the status of this? I assume the review isn't complete and the conference is still withholding revenue from them. Does anybody have any insight on this?
