High school football - rules question

I was at the Colorado high school state championship games today. Saw a couple instances where the penalties were spot of the foul. Once on a pass play for offensive holding. They did 10 yards from the spot and the pass was thrown from ten yards behind the line. Therefore, it left the offense at 1st and 30. Saw it again where the defender sacked a QB by grabbing the facemask. Again, 15 yards from the spot of the foul (behind the line of scrimmage) for only a net of 10 yard penalty.

Obviously, this "spot of the foul" isn't how it works for these penalties in the pros or college. Anybody familiar with high school rules? I can't find a rule book online. Thanks in advance.
