Is it not an NCAA rule to offer some tickets to opposing fanbases?

I have some La Tech grads that I work with down here in Baton Rouge that are pumped to go up to the game in September. They said they called the La Tech ticket office yesterday to get tickets (cause I told them opposing fanbases usually get their allotted tickets in section 17 and 19) and he said the ticket office told him that because K-State already sold out the game that they did not release any tickets to La tech to sell.

If this is true, that is awesome that K-State sold it out completely, but I thought there was a NCAA rule on giving a minimum number of tickets to a team for a Non-Con game and that the number is even higher for conference games. Am I wrong on this?
