Just had some ku admission recruiters come through our school today and told our counselor they are removing the requirement for ACT scores for student scholarships there. Said that a kid with a 4.0 from KS high schools is looking at getting their yearly tuition costs cut in half immediately by doing this. We haven't heard of any other state schools going this route with their recruitment process, but might be a huge advantage for ku if they really follow through with this in getting their student counts back up unfortunately. They said these kids would be looking at getting $20k right off the bat.
