How did Baylor and KU get out of playing a Power 5 school this year

I thought the conference mandate this year, all Big 12 Schools play a Power 5 opponent in their non con schedule?
Those scumbags from Baylor have no excuses. North (whatever), SMU and Rice.
KU Memphis, Ohio and Maple Syrup.
